The government adopted a resolution that provides for the transfer of part of the immunoprophylaxis functions to the Centers for Disease Prevention and Control (CDC). This is a powerful strengthening of the management system in the field of immunoprophylaxis of the population.
In particular, it refers to the function of delivery, storage, distribution and compliance with the conditions of the cold chain during the transportation, storage and use of vaccines. Therefore, the Ministry of Health has ensured the expansion of the functionality of the Centers for Disease Control and Prevention of the Ministry of Health, which will make it possible to bring immunization services closer to every Ukrainian, regardless of economic, social status and location, and to ensure uninterrupted availability of vaccines at the level of vaccination points.
The preparation and coordination of such a decision, which meets world and European standards in the field of combating infectious diseases, lasted almost 2 years. It is about the purchase and delivery of cars, refrigerating equipment, refrigerators, cold rooms, complex training programs for specialists and the creation of appropriate divisions at the level of the Center for Health and Welfare, which will perform the specified function.
"For its part, the Ministry of Health, together with international partners, provided the Centers for Disease Control and Prevention in each region with all the necessary equipment for the storage and transportation of vaccines, so that they had the opportunity to fully ensure all logistical processes in compliance with the requirements of the cold chain," - noted the Minister of Health Victor Lyashko.
The government authorized and assigned the responsibility for the processes of immunoprophylaxis to the main state sanitary doctors - heads of the Centers for Disease Control and Prevention. Currently, with the support of the Ministry of Health and international partners, the Centers for Disease Control and Prevention is equipped with everything necessary for the storage and transportation of vaccines.
In particular, within the framework of cooperation with international partners UNICEF and WHO, in partnership with the EU, 26 cold rooms (for a total amount of 924 thousand dollars) and 36 cars (30 minibuses and 6 trucks for a total amount of 2.36 million dollars) were equipped in the country. dollars).
Within the framework of the joint project of the Ministry of Health and the World Bank, health care institutions and the Center for Health Care received specialized refrigeration equipment (2,068 units – refrigerators with ice protection; 1,034 units – freezers with a cold battery; 2,066 units – network combined refrigerators; 4,134 units . – temperature control devices (loggers) for a total amount of 11.2 million US dollars). The introduction of a digital online tool for mapping all points of vaccination and cold equipment and training of the personnel of institutions for the effective use of new opportunities of the "cold chain" is also foreseen.
In addition, all employees of the immunization departments of the Central Health Center are equipped with computer equipment to perform their functions, including data collection, monitoring of vaccine stocks and vaccination coverage. To conduct field vaccination sessions in remote rural areas, control immunization and epidemiological surveillance, and investigate WHO outbreaks, in partnership with the EU, buses and cars were purchased and delivered to the HCPC.
Training on managing the immunization process at all stages, from vaccination planning, vaccine logistics to their use, has already been conducted for the HCPC.
Central health centers should become leaders in ensuring the formation of regional policies in the field of health care, in particular, in relation to immunoprophylaxis, in the implementation of coordination and implementation of operational functions in the public health system.
